I be in want of to start Web hosting on commercial basis. So do I need any kind of license from any one (like government) to start my commerce of web hosting? Or I just need the software licenses and nothing more?

No...also clientage office does not deter from having private interest. Actually if you look closely at commercials often you will see one with a patrons official included in it or pitching it. I know California has commercials with Schwartznegger in them. However, for the most part politicians don't have a yen for to associate themselves with a product or cause too closely unless it is generally considered largely accepted by the voting public.
