Ummm this is not a unassuming question. If you have a raw windows 2003 box exposed to the internet you are asking for trouble. My very serious advice is get some training.
For experimentation purposes you can license Web and FTP on a 2003 box by going to control panel then Add Remove Windows Components. I am doing this from reminiscence if I am correct you choose application server and then choose to install IIS. Look in the sub-components of IIS to certain that FTP server is enabled.
I stress again there is a lot to know about security on the internet, so please do not attach this box directly to the net.

I have a close by test server running Apache2 with virtual hosting setup correctly. I'd like to set up a system so that *.dev is redirected to my testing server at 192.168.0.4
I recollect I can do this for each individual site using the hosts file found in C:\WINDOWS\system32\drivers\etc\
Unfortunately the Windows hosts register doesn't work with wildcards!
I don't have a dedicated local DNS server, but I'd like a system that redirects *.dev to my server without the need to bare and edit the Windows hosts file every time.
Do you know how this can be achieved?

Well, if it were me, I would very likely just setup a Proxy server for the office. Since you attempting to make a new TOP LEVEL speciality type??? I think it is about the ONLY way you will get this to work. (You can use the same "apache2" cabal as the proxy!)
