Is there a free php web hosting with a STATIC IP address?

I at the end of the day need a hosting that is free, supports PHP and most importantly has a STATIC IP for the chosen free domain. If someone knows, please give away the whole show me! :) My English isn't very good... I hope you understood my question !

I call for a free PHP hosting site which has the directive "allow_url_open" as "place" and easy registration without force adds.

I have a free PHP hosting site and i tried this: ini_remodel("allow_url_fopen", 1) and ini_alter("make allowance_url_fopen", 1) but they didn't work :-(
