Note: Please don't note telling me how paid hosting is better than free hosting. That is not the question.
Can anyone tell me where I can find a FREE Windows Hosting with sub department or ip address. It must support PERL.
My Perl script will not run on a *nix machine.

I'd try to cipher out what is broken in your script that will not allow it to run on a UNIX server. This will allow you to have many more options when it comes to hosting.
Any Perl calligraphy should run fine on UNIX unless you are doing some Windows-only stuff (like .Net, OLE, etc).

I insufficiency a server host which has Windows Apache server enviroment that support PHP and MySQL, and it will be ample if Perl can be used. I need a huge disk space like 200 GB. I dont trouble those rubhish site builder.
any good plan?

oh, and i am not living in the States, so it must be skilful be provide service to other regions. my budget is quite low, less than 10 bucks per month,
I'm happy you don't want the site builder crap! but why the windows req? Apache is Apache.... linux should be easier to find!
You didn't say how much you could expend.. anywhere from free to 50 bucks... but you get what you pay for!
I use http://verio.com and they're always up and available!

I am not relatively sure I understand your question : when you say "web server" are you referring to machinery (the actual server box) or are you referring to the software that actually makes a box a web server?
If you are talking about components, any box can be set up to be a web server, as long as it has internet connectivity, and enough CPU power and RAM.
If you are talking about software, then the riposte(s) would be Apache Tomcat (for JSP) and any Windows OS (from XP on) that has IIS on it (for ASP.NET).
The other things you refer to - PERL, PHP, and Python are languages whic can be run on the Apache rostrum. MySQL is a database product.
Now, if you are referring to hosting companies, I would think GoDaddy, and all of the paramount ones would support all of those technologies.
