Which plat is going to give me the most for free(set up and site builder), that stays up more than 95% of the time and has competent customer service?

i don't consider 1.99/month can meet all your requirement.

i believe the cheaper is 1&1 hosting which they have 50% omit now, the other will be hostgator which is about 4.95 per month
