I am having problems with my fashionable UK website host. For around a year now, they haven't been responding to any form of contact from me, and have now suspended my lands, and locked it to their own name, so it wont expire until 2009. My question is, is there any form of regulatory conclave that regulate website hosting in the uk?
The hosting company is www.pogga.co.uk - and they're absolutely awful and unprofessional.

Ive created a website and its all friendly to be put on the net, i made it through notepad so it cant actually be viewed yet. I already have my forum made which is already on the web: http://animalparlour.proboards107.com/
Anyway, im looking for somewhere to put it on the web to hotel-keeper it and have a domain name too but cheaply as i cant afford much as im a student. Im in the UK aswell. Can anyone help? thanks.

Hosting a UK website on an American server?

I have a .co.uk and a .com website. I assemblage both these site in America. Someone has advised me that if you are in the UK and search Google it will return all websites hosted in the UK before it lists all other UK sites hosted in other countries.
Does anyone be aware whether this is true and if it is whether there are any ways to get round this please?
