How do i start a Counter Strike: Source Dedicated Server?

I bought the CSS CD about 6 months ago. On the steam policy i went to tools and downloaded "Source Dedicated Server" and i ran it. Now how do i join it? I cant see it in the "Find Servers" in Counter Strike Fountain-head. If i cant see it then probably no one can. A little help please?

i don't kno but pm me when you trifle with css, we can own up some people, i play jail maps, normal maps, iceworld maps

WELL I CREATED dedicated server (HLDS) and it lagsg so bad, me and my friends use hamachi and then join to the HLDS and our PINGS/LATENCY IS LIKE 1000 AND IT SPIKES. Anyone know a expected way of setting upa non laggy dedicated server or something? i just wanna play CS 1.6 with my friends without lagging.
