What I unpleasant is...at Mediatemple.net with their (gs) Grid-Service plan, they only allow 1,000 GPUs and if you go over (as an alternative of getting banned) you have to pay more
and I think "banning" was the wrong to use...I meant "suspending", like how some sites into abeyance you for a day or more if you happen to get on the front page of Digg.com

What's the benefit of having a dedicated/virtual hosting plan when using asp.net?

Can you use legitimate a regular hosting plan to make changes to a Microsoft SQL server database, or do you need dedicated/virtual?

You can biweekly hosting plan.... nearly all hosting plans come with some sort of SQL database these days. The only matter I'd be careful about is to make sure it has a Microsoft SQL database (which is only simply called MS SQL). Sometimes shared hosting plans also have limits on the amount of databases you can have.

But if you yearn for complete control of the SQL database server (ie/ want to make changes to the settings, etc)... you'll have to get a dedicated/virtual.

For a shared server, you're sharing the database and resources with other ppl, so while you can remould the parts that pertain to your site, you are NOT given complete control. Virtual splits the server up into de unattached portions, so you would have complete control and same thing with dedicated (except that you get the whole server of course for dedicated).
